Mission Statement

Oasis Compassion Agency is Tax Exempt by the authority of the IRS and has obtained 501(C)(3) status for income tax purposes.

Oasis Compassion Agency is committed to showing God’s love in practical ways by addressing the physical and spiritual needs of the poor/needy in central Palm Beach County. We work with clients to identify roadblocks to success, devise a plan to overcome them, and act on that plan. Oasis meets clients at their point(s) of need through its food pantry, clothing ministry, the opportunity for Biblical and mental counseling, and, through the Career Center, formulating a plan to help clients take the steps that will enable them to stabilize their economic circumstances.

Sharon A. Gill

Chairman & Founder

Sharon A. Gill, is the founder and former CEO of the Oasis Compassion Agency. She recently ascended to the position of Chairman of the Board after 8 years of serving as the day to day chief. Prior to that she served as the Chief Executive Officer of the law firm of Gill & Associates from 1997-2003. During her tenure, Mrs. Gill steered the firm to record growth and recognition in the local business community. Among the many awards captured by the firm under Mrs. Gill’s leadership, was the 2003 Minority Business Enterprise Supplier of the Year which was won on the local and regional level. Mrs. Gill was also featured in a National Advertising Campaign by Office Depot, Inc. during 2003. Her passion for leadership and education is evidenced by her commitment to her staff, volunteers, her community and her own personal development. In July of 2002, Mrs. Gill was one of the recipients chosen to attend a week long Minority Business Executive Program at the Tuck School of Business at Dartmouth.

She is the recipient of numerous community awards including the Giraffe Awards, Local Heroes Award sponsored by Bank of America and the Martin Luther King Leadership Award sponsored by Palm Beach State College. She is also a member of Leadership Palm Beach County, class of 2011. In 20123 she was recognized by the Palm Beach Post as one of the most prominent and influential black women in leadership and business and in 2014 by the Palm Beacher Magazine as one of 21 Most Inspiring Women of Power.

Mrs. Gill is married to her husband Wayne of 27 years and works with him as Chief Operating Officer of the Gill Law Firm, P.A.  She has two children and her life scripture is Ephesians 3:20.

Dr. Darlene Silvernail – Board Member

Dr. Silvernail is a highly energetic, goal-oriented leader in the Behavioral Health Sector. She can be described as an individual who has the propensity to build trusting relationships and connections with just about anyone she meets, creating partnerships and alliances while motivating them to move forward to achieve personal and professional success.

Through her interactions, affiliation and relationships with state agencies, professional associations and programs; Darlene has built a reputation for being one of the best professional consultants in the field.  Dr. Silvernail has been a past nominee for the Robert woods Foundation Award (1997), The Best Practice Award (2000) and nominated three times for the Sun Sentinel Community Leadership Award (1999 – 2004). Dr. Silvernail also received the PWN International Literary Award (2012), as well as the AMHCA Public and Community Service Award (2012). With such a high standing reputation, she has been named the FMHCA President (2013).

A Licensed Mental Health Counselor with a PhD in Psychology and Addictionology Counseling, Darlene’s goal is to use her experience, education, and certifications to complement her compassion for those in need of help and duty to enhance the skills of those who strive for improvement.

In her journey of growth, Darlene has held post in the United States Army, was a Police Officer for the Harford Police Department before finding her calling as a counselor of human services.  In the last 15 years Darlene has held numerous leadership positions in outpatient programs, residential treatment programs and counseling centers.  She has over 26 years of experience developing and implementing quality educational programs in the field of addictions treatment and psychology.

Dr. Silvernail’s work is not limited to the mental health sector of healthcare.  She is and has worked in academia for the last eight years.  As a content expert and writer for several major universities and past Director of the Psychology program at South University which she grew to impressive enrollment numbers in a year’s time.  Her years of experience and connection in the field have brought a wealth of success to her students and the institution.  Outside the traditional educational system, Darlene has also served as an instructor of Criminal Justice at several local Police Academies.

To share her many experiences and enhance the personal and professional growth of women at various stages of life, Dr. Silvernail teamed up with the women of PWN Books to write a series on empowerment.  In all Darlene has authored and co-authored ten books.  This series has not only found a steady following, but woman across the nation have experienced the Empowerment Series first hand through the seasonal conferences and workshops.

A. Wayne Gill

Committee Chair-Fundraising

WayneGill_Headshot A. Wayne Gill is the Managing Partner and CEO of Gill Law Firm, P.A., a law firm with offices in Delray Beach, Palm Beach Gardens, Florida and Atlanta Georgia. He obtained his B.A. Degree in English from Trinity College and his law degree from George Washington University. He is a sought-after speaker and author. His first book, “Tales My Grandma Told Me – a Business Diversity Fable,” has been referred to as the “Bible” of supplier diversity. His latest release entitled “The Runner,” is a legal, edge-of-your-seats thriller. He is also author of several eBooks, including “This Business of Diversity” and “Get in the Game and Win.” He represents some of the top companies in the world, including, AT&T, Hilton Hotels Corporation, SunTrust Bank and American Express.

Over the years, A. Wayne Gill has been recognized among the 50 Most Powerful Black Professionals in South Florida and the Who’s Who in Black South Florida. He’s received Macy’s Crystal Award for Outstanding Minority Business Advocacy, and he’s received several honors from NMSDC affiliates and local Bar Associations. In 2002 he received Northwood University’s Arthur E. Turner Excellence in Entrepreneurship Award for Outstanding Commitment to the Betterment of Mankind. He is the co-founder and legal advisor to Oasis Compassion Agency, a non-profit empowerment agency for the disadvantaged, a board member of the Black Chamber of Commerce of Palm Beach County and Secretary of the Board for The Southern Florida Minority Supplier Development Council.

Rhonda Rogers – Board Member

Rhonda RogersRhonda Rogers is the Director of Community Engagement & Supports at Prime Time Palm Beach County.  As such, she is committed to Prime Time’s mission, which is “to foster high quality in out-of-school time programs, which provide opportunities for children and youth to succeed.”

Ms. Rogers brings extensive expertise to Prime Time, with over 20 years in early care and education and afterschool.   She was the School-Age Program Director at Florence Fuller Child Development Center in Boca Raton, Florida, and was a Contract Manager for the Children’s Services Council of Palm Beach County in Boynton Beach, Florida.

Ms. Rogers specializes in developing and overseeing new and innovative programs, which provide a wide variety of expanded learning opportunity (ELO) offerings for children and youth to creatively complement both their academic and social skills.   These offerings are structured to adhere to the Palm Beach County Quality Standards for Afterschool.

Ms. Rogers is a strong advocate for high quality educational services for vulnerable populations.  She is a member of the National Afterschool Association and has presented on quality afterschool programming at several national and state conferences and conventions.  She is a member (and current treasurer) of the National Coalition of 100 Black Women, West Palm Beach Chapter. Ms. Rogers is a Class Ambassador for the Class of 2011 with Leadership Palm Beach County.  She is active with the Men of Tomorrow’s (MOT) Youth Group; she currently serves as its Parent Group Co-President.  Rhonda is also a member of the South Palm Beach County Alumnae Chapter of Delta Sigma Theta Sorority, Inc. and has a strong commitment to its numerous community outreach efforts.

Ms. Rogers received a Bachelor of Science Degree in Organizational Management (Cum Laude) from Palm Beach Atlantic University with a concentration in Human Resource Management.

Shiro Horshington, Board Member

Shiro Horshington was Born In Sri Lanka and migrated to the US in 1984.  She graduated Cum Laude with a BSc in Accounting and is a licensed CPA.  For 16 years Shiro worked as an Audit Manager for Ernst & Young and Deloitte & Touch. Shiro is currently the CFO at Grace Fellowship Church, Berean Christian School & The Timothy Initiative in West Palm Beach, Florida.  She has also served on the board of directors for Summit Christian School and as client educator for First Care.

Andrea Kalina, Committee Chair-Programs

Andrea Kalina is the branch manager for Amtrust Bank located in Wellington. Prior to this position, Andrea worked as a Financial Specialist at Wachovia Bank.  Andrea believes that  “your bank shouldn’t simply be located in your community, it should be an active, vital part of it.”

Sylvia Lee, Board Member

Sylvia Lee is in business with her husband, Jeff. She is the co-founder of Connection Outreach, a 501c3 non profit organization that performs acts of service in Haiti, Peru and other parts of the world.

John Spillane, Treasurer

Growing up in a small town in Pennsylvania, John’s desire to become a CPA started in high school. He has been a CPA for over (30) years, and never changed careers in his life. John studied accounting and taxes at the university while working part time doing tax returns. He has a passion for taxes and accounting. He also loves helping people. He believes that accounting is a personal service business.

John started his business career with the largest and best CPA firms in the world, Arthur Andersen & Company.  It was there that he audited and worked with some of the largest publicly traded companies in the world.  In addition, John has been the Chief Financial Officer, Treasurer, and Controller for several public and private companies.  He also managed smaller regional CPA firms that introduced him to many small businesses.

John opened his own practice in 1987 in Wellington, Florida with the idea of working with newer small businesses in the heart of Central Palm Beach County helping them grow and succeed in their business.

In addition to his accounting degrees and being a licensed Certified Public Accountant in Florida, John holds several security and insurance licenses, as well as being a registered investment advisor.  John has lectured and taught several accounting, tax, business planning, and record keeping classes at local universities in the past. He is an active member of the American and Florida Institute of Certified Public Accountants.  John is a member of the local Rotary Club, past president of the Kiwanis Club, Director and Past Chairman of the Palms West Chamber of Commerce, treasurer of a local church, as well as serving as a director on various other corporate and non-profit boards. John is married with two grown children and several grandchildren.
